Waqala allatheena kafaroo latasmaAAoo lihatha alqur-ani wailghaw feehilaAAallakum taghliboona وقال الذين كفروا لا تسمعوا لهذا القرآن والغوا فيه لعلكم تغلبون
وَقَالَ الَّذِينَ كَفَرُوا لَا تَسْمَعُوا لِهَذَا الْقُرْآنِ وَالْغَوْا فِيهِ لَعَلَّكُمْ تَغْلِبُونَ

  اور کافر لوگ کہتے ہیں: تم اِس قرآن کو مت سنا کرو اور اِس (کی قرات کے اوقات) میں شور و غل مچایا کرو تاکہ تم (اِن کے قرآن پڑھنے پر) غالب رہو

This explains the statement, at the end of verse 28, that they "knowingly reject" God's messages.]
