Yousuf AliIf it had been Our will, We should have elevated him with Our signs; but he inclined to the earth, and followed his own vain desires. His similitude is that of a dog: if you attack him, he lolls out his tongue, or if you leave him alone, he (still) lolls out his tongue. That is the similitude of those who reject Our signs; So relate the story; perchance they may reflect.

LiteralAnd if We wanted/willed, We would have risen him with it, and but he (wanted to) perpetuate/immortalize/eternalize the earth/Planet Earth, and he followed his self attraction for desire/love and lust , so his example/proverb (is) like the example (of) the dog, if you burden/load on it, it pants , and if you leave it, it pants, that is (the) example/proverb (of) the nation those who lied/denied/falsified with Our verses/evidences , so narrate/relay the narration/information ,maybe/perhaps they think.
Yusuf AliIf it had been Our will, We should have elevated him with Our signs; but he inclined to the earth, and followed his own vain desires. His similitude is that of a dog: if you attack him, he lolls out his tongue, or if you leave him alone, he (still) lolls out his tongue. That is the similitude of those who reject Our signs; So relate the story; perchance they may reflect.
PickthalAnd had We willed We could have raised him by their means, but he clung to the earth and followed his own lust. Therefor his likeness is as the likeness of a dog: if thou attackest him he panteth with his tongue out, and if thou leavest him he panteth with his tongue out. Such is the likeness of the people who deny Our revelations. Narrate unto them the history (of the men of old), that haply they may take thought.
Arberry And had We willed, We would have raised him up thereby; but he inclined towards the earth and followed his lust. So the likeness of him is as the likeness of a dog; if thou attackest it it lolls its tongue out, or if thou leavest it, it lolls its tongue out. That is that people's likeness who cried lies to Our signs. So relate the story; haply they will reflect.
ShakirAnd if We had pleased, We would certainly have exalted him thereby; but he clung to the earth and followed his low desire, so his parable is as the parable of the dog; if you attack him he lolls out his tongue; and if you leave him alone he lolls out his tongue; this is the parable of the people who reject Our communications; therefore relate the narrative that they may reflect.
SarwarHad We wanted, We could have raised him to an exalted position but he clung to his earthly life and followed his own (evil) desires. Such person's bad habits are like those of a lazy dog (in a warm climate) who always has its tongue hanging out whether you chase it away or leave it alone. Such are the people who have called Our revelations mere lies. (Muhammad), tell them such stories so that perhaps they will think.
H/K/SaheehAnd if We had willed, we could have elevated him thereby, but he adhered [instead] to the earth and followed his own desire. So his example is like that of the dog: if you chase him, he pants, or if you leave him, he [still] pants. That is the example of the people who denied Our signs. So relate the stories that perhaps they will give thought.
MalikHad it been Our will, We would have exalted him through those revelations; but he clung to this earthly life and followed his own desires. His similitude is that of a dog: if you chase him he lolls out his tongue and if you leave him alone he still lolls out his tongue. Such are those who deny Our revelations, tell them these parables, so that they might think over their behavior to Our revelations.[176]
Maulana Ali**And if We had pleased, We would have exalted him thereby; but he clings to the earth and follows his low desire. His parable is as the parable of the dog -- if thou drive him away, he lolls out his tongue, and if thou leave him alone, he lolls out his tongue. Such is the parable of the people who reject Our messages. So relate the narrative that they may reflect.
Free MindsHad We wished, We could have elevated him by it, but he stuck to the Earth and he followed his desire. His example is like the dog, if you scold him he pants, and if you leave him he pants; such is the example of the people who deny Our revelations. Relate the stories, perhaps they will think.
Qaribullah Had it been Our will We would have raised with it, but he clung to this earthly life and succumbed to his fancies. His likeness was that of a dog, whether you chase it away or let it alone it pants. Such is the example of a nation who belie Our signs. Recount to them these narratives, in order that they reflect.
George SaleAnd if We had pleased, We had surely raised him thereby unto wisdom; but he inclined unto the earth, and followed his own desire. Wherefore his likeness is as the likeness of a dog, which, if thou drive him away, putteth forth his tongue, or, if thou let him alone, putteth forth his tongue also. This is the likeness of the people, who accuse our signs of falsehood. Rehearse therefore this history unto them, that they may consider.
JM RodwellHad we pleased, we had certainly thereby exalted him; but he crouched to the earth and followed his own lust: his likeness, therefore, is as that of the dog which lolls out his tongue, whether thou chase him away, or leave him alone! Such is the likeness o
AsadNow had We so willed, We could indeed have exalted him by means of those [messages]: but he always clung to the earth and followed but his own desires. Thus, his parable is that of an [excited] dog: if thou approach him threateningly, he will pant with his tongue lolling; and. if thou leave him alone, he will pant with his tongue lolling. 142 Such is the parable of those who are bent on giving the lie to Our messages. Tell [them], then, this story, so that they might take thought.
Khalifa**Had we willed, we could have elevated him therewith, but he insisted on sticking to the ground, and pursued his own opinions. Thus, he is like the dog; whether you pet him or scold him, he pants. Such is the example of people who reject our proofs. Narrate these narrations, that they may reflect.
Hilali/Khan**And had We willed, We would surely have elevated him therewith but he clung to the earth and followed his own vain desire. So his description is the description of a dog: if you drive him away, he lolls his tongue out, or if you leave him alone, he (still) lolls his tongue out. Such is the description of the people who reject Our Ayat (proofs, evidences, verses, lessons, signs, revelations, etc.). So relate the stories, perhaps they may reflect.
QXP Shabbir Ahemd**He could have raised himself in honor according to Our Laws, but he clung to the earth and followed his own desire. Therefore his likeness is as the likeness of a dog. Whether you pet him or scold him, he pants. Such is the example of people who deny Our Revelations in practice. (The Revelation of Allah lightens your burdens, while man-made dogmas burden you (7:157)). So relate this narration that they may reflect.
