This is not an effort to prove
that US constitution is based upon the Holy Quran or the founding fathers were
Muslims. This document simply shows the principles of US Constitution and the
principles as ordained by the Holy Quran. Religion is a matter of personal
choice, a liberty, which, both, US Constitution and the Holy Quran grants. Most
American muslims, I know, uphold the constitution of the United States of
America. You will see how the Holy Quran addresses the equality of mankind and
equality of men and women, a democratic process to elect a band of people,
justice for all people, equal rights regardless of race, language or color –
the basic tenets of Islam. The equality of mankind which many nations do not
approve even today.

What
is this document?
A simple document to show
the principles of US Constitution and the Principles of the Holy Quran side by
side. It is not meant to be a comparison.
When we, Americans, see
the Article 11 of the Treaty of Tripoli, ratified by United States June 10, 1797, we naturally ask, what were our
founding fathers inspired by? Did some of them read the Holy Quran to understand
it? Here are few pointers:

As the government of the United States of
America is not in any sense founded on the Christian Religion,-as it has in
itself no character of enmity against the laws, religion or tranquility of
Musselmen,-and as the said States never have entered into any war or act of
hostility against any Mehomitan nation, it is declared by the parties that no
pretext arising from religious opinions shall ever produce an interruption of
the harmony existing between the two countries.
We, also find that many
founding fathers either possessed a copy of the Holy Quran and supported
freedom, liberty and know that it is also ordained in the holy Quran. They had knowledge of what the Quran says,

Preamble We the People of the United States, |
The Holy Quran addresses mankind as plural, in two
distinct manner: 1. The smaller subset of all of the people, as in “O
those, who accept this message or believe in this message”, for example : [61:2] O ye who
believe! Why say ye that which ye do not? 2.
The larger set of All of Mankind, for example: [4:174] O
people! surely there has come to you manifest proof from your Lord and We
have sent to you clear light.. Primary audience of the Holy Quran is All of the People,
the society and not merely the individuals. |
in Order to form a more perfect Union, |
[3:103] And hold fast by the covenant
of Allah all together and be not disunited, and remember the favor
of Allah on you when you were enemies, then He united your hearts so by His
favor you became brethren; and you were on the brink of a pit of fire, then
He saved you from it, thus does Allah make clear to you His communications
that you may follow the right way. |

[4:58] Surely Allah commands you to
make over trusts to their owners and that when you judge between people
you judge with justice; surely Allah admonishes you with what is
excellent; surely Allah is Seeing, Hearing. [57:25] We sent aforetime our
messengers with Clear Signs and sent down with them the Book and the Balance
(of Right and Wrong), that men may stand forth in justice; and We
sent down Iron, in which is (material for) mighty war, as well as many
benefits for mankind, that Allah may test who it is that will help, Unseen,
Him and His messengers: For Allah is Full of Strength, Exalted in Might (and
able to enforce His Will). [5:8] O ye who believe! stand out firmly for Allah, as witnesses
to fair dealing, and let not the hatred of others to you make you swerve to
wrong and depart from justice. Be just: that is next to piety: and fear
Allah. For Allah is well-acquainted with all that ye do. |
Insure domestic Tranquility, |
[2:248] And the
prophet said to them: Surely the sign of His kingdom is, that there shall
come to you the chest in which there is tranquility from your Lord and
residue of the relics of what the children of Musa and the children of
Haroun have left, the angels bearing it; most surely there is a sign in this
for those who believe. [70:28] For their Lord's displeasure is
the opposite of Peace and Tranquillity; |
provide for the common defense, promote the general
Welfare, |
[9:60] Alms
[charity or taxes] are for -
the poor -
and the needy, -
and those employed to administer the (funds); -
for those whose hearts have been (recently)
reconciled (to Truth); -
for those in bondage -
and in debt; -
in the cause of Allah [for common defence of the
Ideological State] ; -
and for the wayfarer: (thus is it) ordained by Allah, and Allah is full of
knowledge and wisdom. [8:60] [Keep your boundaries
well-guarded by reinforced cantonments] Against them make ready your
strength to the utmost of your power, including steeds of war, to
strike terror into (the hearts of) the enemies, of Allah and your enemies,
and others besides, whom ye may not know, but whom Allah doth know. Whatever
ye shall spend in the cause of Allah, shall be repaid unto you, and ye
shall not be treated unjustly. |
and secure the Blessings of Liberty to ourselves and our
Posterity, do ordain and establish this Constitution for the United States of
America |
[24:55] Allah has promised to
those of you who believe and do good that He will most certainly make them
rulers in the earth as He made rulers those before them, and
that He will most certainly establish for them their religion which He has
chosen for them, and that He will most certainly, after their fear, give them
security in exchange; they shall serve Me, not associating aught with Me; and
whoever is ungrateful after this, these it is who are the. transgressors. [3:139] So lose not heart, nor
fall into despair: For ye must gain mastery if ye are true in Faith. [21:105] Before this We wrote in
the Psalms, after the Message (given to Moses): My servants the righteous,
shall inherit the earth." [13:29]"For those who believe and work righteousness, is
(every) blessedness, and a beautiful place of (final) return." |
Article.
I.
Section. 1. All
legislative Powers herein granted shall be vested in a Congress of the United
States, which shall consist of a Senate and House of Representatives. |
Establishment
of Legislative Body: [3:104] Let there arise out of
you a band of people inviting to all that is good, enjoining what is right,
and forbidding what is wrong: They are the ones to attain felicity. [42:38] Those who hearken to
their Lord, and establish regular Prayer; who (conduct) their affairs by
mutual Consultation; who spend out of what We bestow on them for
Sustenance; [4:59] O ye who believe! Obey Allah,
and obey the Messenger, and those charged with authority among you. If
ye differ in anything among yourselves, refer it to Allah and His Messenger,
if ye do believe in Allah and the Last Day: That is best, and most suitable
for final determination. |
Section. 2. The
House of Representatives shall be composed of Members chosen every second
Year by the People of the several States, and the Electors in each State
shall have the Qualifications requisite for Electors of the most numerous
Branch of the State Legislature. |
[4:58] Allah doth command you to
render back your Trusts[vote] to those to whom they are due; And when
ye judge between man and man, that ye judge with justice: Verily how
excellent is the teaching which He giveth you! For Allah is He Who heareth
and seeth all things. . [46:19] And to all are (assigned)
degrees according to the deeds which they (have done), and in
order that (Allah) may recompense their deeds, and no injustice be
done to them. |
No Person shall be a Representative
who shall not have attained to the Age of twenty five Years, and been seven
Years a Citizen of the United States, and who shall not, when elected, be an
Inhabitant of that State in which he shall be chosen. |
Sections 1-7 describe the composition and administrative
structure of the Congress of the United States comprising of two elected
houses of representatives, the Congress and the Senate. These sections
define: membership (based on population), qualifications, term of office,
replacement during the term, code of conduct, etc., and a procedure for
framing new Laws, based on the following principles:

Representatives and direct Taxes shall be apportioned
among the several States which may be included within this Union, according
to their respective Numbers, which shall be determined by adding to the whole
Number of free Persons, including those bound to Service for a Term of Years,
and excluding Indians not taxed, three fifths of all other Persons [Modified by Amendment XIV]. The actual Enumeration shall
be made within three Years after the first Meeting of the Congress of the
United States, and within every subsequent Term of ten Years, in such Manner
as they shall by Law direct. The Number of Representatives shall not exceed
one for every thirty Thousand, but each State shall have at Least one
Representative; and until such enumeration shall be made, the State of New
Hampshire shall be entitled to chuse three, Massachusetts eight, Rhode-Island
and Providence Plantations one, Connecticut five, New-York six, New Jersey
four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North
Carolina five, South Carolina five, and Georgia three. |
1. Consultation: [42:38] Those who hearken to their Lord,
and establish regular Prayer; who (conduct) their affairs by mutual
Consultation; who spend out of what We bestow on them for
Sustenance; [3:159] It is part of the Mercy of Allah that thou dost deal gently
with them Wert thou severe or harsh-hearted, they would have broken away from
about thee: so pass over (Their faults), and ask for (Allah's) forgiveness
for them; and consult them in affairs (of moment). Then, when thou
hast Taken a decision put thy trust in Allah. For Allah loves those who
put their trust (in Him). [4:59] O ye who
believe! Obey Allah, and obey the Messenger, and those charged with
authority among you. If ye differ in anything among yourselves, refer it
to Allah and His Messenger, if ye do believe in Allah and the Last Day: That
is best, and most suitable for final determination.
[49:13] O mankind! We created you from
a single (pair) of a male and a female, and made you into nations and tribes,
that ye may know each other (not that ye may despise (each other). Verily
the most honoured of you in the sight of Allah is (he who is) the most
righteous of you. And Allah has full knowledge and is well acquainted
(with all things).
[9:103] Of their goods, take
alms[Charity or Taxes], that so thou mightest purify and sanctify them;
and pray on their behalf. Verily thy prayers are a source of security for
them: And Allah is One Who heareth and knoweth. [59:7] What Allah has bestowed on His
Messenger (and taken away) from the people of the townships,- belongs to
Allah,- to His Messenger and to kindred and orphans, the needy and the
wayfarer; In order that it may not (merely) make a circuit between the
wealthy among you. So take what the Messenger assigns to you, and deny
yourselves that which he withholds from you. And fear Allah; for Allah is
strict in Punishment. [2:188] And do not eat up your property
among yourselves for vanities, nor use it as bait for the judges, with intent
that ye may eat up wrongfully and knowingly a little of (other) people's
property.
[5:8] O ye who believe! stand out
firmly for Allah, as witnesses to fair dealing, and let not the
hatred of others to you make you swerve to wrong and depart from justice. Be
just: that is next to piety: and fear Allah. For Allah is well-acquainted
with all that ye do.
[28:26]: Said one of them: O my father!
employ him, surely the best of those that you can employ is the strong man,
the faithful one. |
When vacancies happen in the
Representation from any State, the Executive Authority thereof shall issue
Writs of Election to fill such Vacancies. |
|
The House of Representatives shall
chuse their Speaker and other Officers; and shall have the sole Power of
Impeachment. |
|
Section. 3. The Senate of the United
States shall be composed of two Senators from each State, chosen by the
Legislature thereof [Modified by Amendment XVII], for six Years; and each
Senator shall have one Vote. |
[Two
representatives or witnesses is the rule of the Holy Quran.] [2:282] O ye who believe! When ye
deal with each other, in transactions involving future obligations in a fixed
period of time, reduce them to writing Let a scribe write down faithfully as
between the parties: let not the scribe refuse to write: as Allah Has
taught him, so let him write. Let him who incurs the liability dictate,
but let him fear His Lord Allah, and not diminish aught of what he owes. If
the party liable is mentally deficient, or weak, or unable Himself to
dictate, Let his guardian dictate faithfully, and get two witnesses,
out of your own men, and if there are not two men, then a man and two
women, such as ye choose, for witnesses, so that if one of them errs, the
other can remind her. The witnesses should not refuse when they are
called on (For evidence). Disdain not to reduce to writing (your contract)
for a future period, whether it be small or big: it is juster in the
sight of Allah, More suitable as evidence, and more convenient to prevent
doubts among yourselves but if it be a transaction which ye carry out on the
spot among yourselves, there is no blame on you if ye reduce it not to
writing. But take witness whenever ye make a commercial contract; and let
neither scribe nor witness suffer harm. If ye do (such harm), it would be
wickedness in you. So fear Allah; For it is Good that teaches you. And Allah
is well acquainted with all things. If ye are on a journey, and cannot find a
scribe, a pledge with possession (may serve the purpose). And if one of
you deposits a thing on trust with another, let the trustee (faithfully)
discharge his trust, and let him Fear his Lord conceal not evidence; for
whoever conceals it, - his heart is tainted with sin. And Allah knoweth all
that ye do. [5:106] O you who believe! call to
witness between you when death draws nigh to one of you, at the time of
making the will, two just persons from among you, or two others from among
others than you, if you are travelling in the land and the calamity of
death befalls you; the two (witnesses) you should detain after the prayer;
then if you doubt (them), they shall both swear by Allah, (saying): We will
not take for it a price, though there be a relative, and we will not hide the
testimony of Allah for then certainly we should be among the sinners. |
Immediately after they shall be assembled in Consequence
of the first Election, they shall be divided as equally as may be into three
Classes. The Seats of the Senators of the first Class shall be vacated at the
Expiration of the second Year, of the second Class at the Expiration of the
fourth Year, and of the third Class at the Expiration of the sixth Year, so
that one third may be chosen every second Year; and if Vacancies happen by
Resignation, or otherwise, during the Recess of the Legislature of any State,
the Executive thereof may make temporary Appointments until the next Meeting
of the Legislature, which shall then fill such Vacancies [Modified by Amendment XVII]. |
|
No Person shall be a Senator who
shall not have attained to the Age of thirty Years, and been nine Years a
Citizen of the United States, and who shall not, when elected, be an
Inhabitant of that State for which he shall be chosen. |
[46:15]:: And We have enjoined on man
doing of good to his parents; with trouble did his mother bear him and with
trouble did she bring him forth; and the bearing of him and the weaning of
him was thirty months; until when he attains his maturity and reaches
forty years, he says: My Lord! grant me that I may give thanks for Thy
favor which Thou hast bestowed on me and on my parents, and that I may
do good which pleases Thee and do good to me in respect of my offspring;
surely I turn to Thee, and surely I am of those who submit. |
The Vice President of the United
States shall be President of the Senate, but shall have no Vote, unless they
be equally divided. |
|
The Senate shall chuse their other Officers, and also a
President pro tempore, in the Absence of the Vice President, or when he shall
exercise the Office of President of the United States. |
|
The Senate shall have the sole
Power to try all Impeachments. When sitting for that Purpose, they shall be
on Oath or Affirmation. When the President of the United States is tried, the
Chief Justice shall preside: And no Person shall be convicted without the
Concurrence of two thirds of the Members present. |
|
Judgment in Cases of Impeachment shall not extend further
than to removal from Office, and disqualification to hold and enjoy any
Office of honor, Trust or Profit under the United States: but the Party
convicted shall nevertheless be liable and subject to Indictment, Trial,
Judgment and Punishment, according to Law. |
|
Section. 4. The
Times, Places and Manner of holding Elections for Senators and
Representatives, shall be prescribed in each State by the Legislature
thereof; but the Congress may at any time by Law make or alter such
Regulations, except as to the Places of chusing Senators. |
[3:159] Thus it is due to mercy from
Allah that you deal with them gently, and had you been rough, hard
hearted, they would certainly have dispersed from around you; pardon them
therefore and ask pardon for them, and take counsel with them in the affair; so
when you have decided, then place your trust in Allah; surely Allah loves
those who trust. |
The Congress shall assemble at
least once in every Year, and such Meeting shall be on the first Monday in
December [Modified by Amendment XX], unless they shall by Law
appoint a different Day. |
|
Section. 5. Each
House shall be the Judge of the Elections, Returns and Qualifications of its
own Members, and a Majority of each shall constitute a Quorum to do Business;
but a smaller Number may adjourn from day to day, and may be authorized to
compel the Attendance of absent Members, in such Manner, and under such
Penalties as each House may provide. |
[5:43] But why do they come to
thee for decision, when they have (their own) law before them?-
therein is the (plain) command of Allah; yet even after that, they would turn
away. For they are not (really) People of Faith. [5:44] It was We who revealed the
law (to Moses): therein was guidance and light. By its standard have been
judged the Jews, by the prophets who bowed (as in Islam) to Allah's will,
by the rabbis and the doctors of law: for to them was entrusted the
protection of Allah's book, and they were witnesses thereto: therefore fear
not men, but fear me, and sell not my signs for a miserable price. If any do
fail to judge by (the light of) what Allah hath revealed, they are (no better
than) Unbelievers. [5:47] Let the people of the Gospel judge by what Allah hath
revealed therein. If any do fail to judge by (the light of) what Allah
hath revealed, they are (no better than) those who rebel. [10:19] Mankind was but one nation,
but differed (later). Had it not been for a word that went forth before
from thy Lord, their differences would have been settled between them |
Each House may determine the
Rules of its Proceedings, punish its Members for disorderly Behaviour, and,
with the Concurrence of two thirds, expel a Member. |
|
Each House shall keep a Journal
of its Proceedings, and from time to time publish the same, excepting such
Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the
Members of either House on any question shall, at the Desire of one fifth of
those Present, be entered on the Journal. |
|
Neither House, during the
Session of Congress, shall, without the Consent of the other, adjourn for
more than three days, nor to any other Place than that in which the two Houses
shall be sitting. |
|
Section. 6. The
Senators and Representatives shall receive a Compensation for their Services,
to be ascertained by Law, and paid out of the Treasury of the United States. They
shall in all Cases, except Treason, Felony and Breach of the Peace, be
privileged from Arrest during their Attendance at the Session of their
respective Houses, and in going to and returning from the same; and for
any Speech or Debate in either House, they shall not be questioned in any
other Place. |
[2:202] To these will be allotted what
they have earned; and Allah is quick in account. [26:152] "Who make mischief in the land, and mend not (their
ways)." [38:28] Shall We treat those who believe and work deeds of
righteousness, the same as those who do mischief on earth? Shall We treat
those who guard against evil, the same as those who turn aside from the
right? |
No Senator or Representative
shall, during the Time for which he was elected, be appointed to any civil
Office under the Authority of the United States, which shall have been
created, or the Emoluments whereof shall have been encreased during such
time; and no Person holding any Office under the United States, shall be a
Member of either House during his Continuance in Office. |
|
Section. 7. All
Bills for raising Revenue shall originate in the House of Representatives;
but the Senate may propose or concur with Amendments as on other Bills. |
|
Every Bill which shall have
passed the House of Representatives and the Senate, shall, before it become a
Law, be presented to the President of the United States: If he approve he
shall sign it, but if not he shall return it, with his Objections to that
House in which it shall have originated, who shall enter the Objections at
large on their Journal, and proceed to reconsider it. If after such
Reconsideration two thirds of that House shall agree to pass the Bill, it
shall be sent, together with the Objections, to the other House, by which it
shall likewise be reconsidered, and if approved by two thirds of that House,
it shall become a Law. But in all such Cases the Votes of both Houses shall
be determined by yeas and Nays, and the Names of the Persons voting for and
against the Bill shall be entered on the Journal of each House respectively.
If any Bill shall not be returned by the President within ten Days (Sundays
excepted) after it shall have been presented to him, the Same shall be a Law,
in like Manner as if he had signed it, unless the Congress by their
Adjournment prevent its Return, in which Case it shall not be a Law. |
|
Every Order, Resolution, or Vote
to which the Concurrence of the Senate and House of Representatives may be
necessary (except on a question of Adjournment) shall be presented to the
President of the United States; and before the Same shall take Effect, shall
be approved by him, or being disapproved by him, shall be repassed by two
thirds of the Senate and House of Representatives, according to the Rules and
Limitations prescribed in the Case of a Bill. |
|
Section. 8. The
Congress shall have Power To lay and collect Taxes, Duties, Imposts and
Excises, to pay the Debts and provide for the common Defence and general
Welfare of the United States; but all Duties, Imposts and Excises shall be
uniform throughout the United States; |
[2:215] They ask thee what they should spend (In
charity [or Taxes]). Say: Whatever ye spend that is good, is for parents and
kindred and orphans and those in want and for wayfarers. And whatever ye do
that is good, -Allah knoweth it well. [9:60] Alms [taxes] are for -
the poor -
and the needy, -
and those employed to administer the (funds); -
for those whose hearts have been (recently)
reconciled (to Truth); -
for those in bondage -
and in debt; -
in the cause of Allah [To defend the Ideological
State] ; -
and for the wayfarer: (thus is it) ordained by Allah,
and Allah is full of knowledge and wisdom. [8:41]: And know that whatever thing
you gain, a fifth of it is for Allah and for the Messenger and for the near
of kin and the orphans and the needy and the wayfarer, if you believe in
Allah and in that which We revealed to Our servant, on the day of
distinction, the day on which the two parties met; and Allah has power over
all things. [2:273] (Charity [Tax] is) for those in need, who, in Allah's cause are
restricted (from travel), and cannot move about in the land, seeking (For
trade or work): the ignorant man thinks, because of their modesty, that they
are free from want. Thou shalt know them by their (Unfailing) mark: They beg
not importunately from all the sundry. And whatever of good ye give, be
assured Allah knoweth it well. [2:277] Those who believe, and do deeds
of righteousness, and establish regular prayers and regular charity [Taxes to
grow the economy], will have their reward with their Lord: on them shall be
no fear, nor shall they grieve. |
To borrow Money on the credit of
the United States; |
[2:245] Who is he that will loan
to Allah a beautiful loan, which Allah will double unto his credit and
multiply many times? It is Allah that giveth (you) Want or plenty, and
to Him shall be your return. . [2:282] O you who believe! when
you deal with each other in contracting a debt for a fixed time, then write
it down; and let a scribe write it down between you with fairness; and
the scribe should not refuse to write as Allah has taught him, so he should
write; and let him who owes the debt dictate, and he should be careful of
(his duty to) Allah, his Lord, and not diminish anything from it; but if he
who owes the debt is unsound in understanding, or weak, or (if) he is not
able to dictate himself, let his guardian dictate with fairness; and call in
to witness from among your men two witnesses; but if there are not two men,
then one man and two women from among those whom you choose to be witnesses,
so that if one of the two errs, the second of the two may remind the other;
and the witnesses should not refuse when they are summoned; and be not averse
to writing it (whether it is) small or large, with the time of its falling
due; this is more equitable in the sight of Allah and assures greater
accuracy in testimony, and the nearest (way) that you may not entertain
doubts (afterwards), except when it is ready merchandise which you give and
take among yourselves from hand to hand, then there is no blame on you in not
writing it down; and have witnesses when you barter with one another, and let
no harm be done to the scribe or to the witness; and if you do (it) then
surely it will be a transgression in you, and be careful of (your duty) to
Allah, Allah teaches you, and Allah knows all things. |
To regulate Commerce with
foreign Nations, and among the several States, and with the Indian Tribes; |
[9:4] (But the treaties are) not dissolved with those foreign nations
with whom ye have entered into treaties and who have not subsequently failed
you in aught, nor aided any one against you. So fulfil your
agreements with them to the end of their term: for Allah loveth the
righteous. |
To establish an uniform Rule of Naturalization, and
uniform Laws on the subject of Bankruptcies throughout the United States; |
[9:11] If they mend their ways, and as law-abiding
citizens help consolidate the Divine System, and the Just Economic Order of
Zakat, then they are your brothers in the System of life. We explain Our
Revelations for those who wish to learn. [2:280] If the debtor is in a
difficulty, grant him time Till it is easy for him to repay. But if ye remit
it by way of charity, that is best for you if ye only knew [4:29] O ye who believe! Eat
not up your property among yourselves in vanities: But let there be
amongst you Traffic and trade by mutual good-will: Nor kill (or destroy)
yourselves: for verily Allah hath been to you Most Merciful! |
To coin Money, regulate the
Value thereof, and of foreign Coin, and fix the Standard of Weights and
Measures; |
[55:8] That you may not be inordinate
in respect of the measure. [55:9] And keep up the balance with
equity and do not make the measure deficient. [6:152]. And do
not approach the property of the orphan except in the best manner until he
attains his maturity, and give full measure and weight with justice--
We do not impose on any soul a duty except to the extent of its ability; and
when you speak, then be just though it be (against) a relative, and fulfill
Allah's covenant; this He has enjoined you with that you may be mindful; [83:1] Woe to those that deal in
fraud,- [83:2] Those who, when they have to
receive by measure from men, exact full [83:3] But when they have to give by
measure or weight to men, give less than due. [83:4] Do they not think that
they will be called to account?- [83:5] On a Mighty Day, |
To provide for the Punishment of
counterfeiting the Securities and current Coin of the United States; |
[3:75] And among the followers of the
Book there are some such that if you entrust one (of them) with a heap of
wealth, he shall pay it back to you; and among them there are some such that
if you entrust one (of them) with a dinar[single gold coin] he shall not pay
it back to you except so long as you remain firm in demanding it; this is
because they say: There is not upon us in the matter of the unlearned people
any way (to reproach); and they tell a lie against Allah while they know. |
To establish Post Offices and post Roads; |
[16:15] And He hath cast into the earth
firm hills that it quake not with you, and streams and roads that ye may
find a way. [17:70] Verily we
have honoured the Children of Adam. We carry them on the land
and the sea, and have made provision of good things for them, and have
preferred them above many of those whom We created with a marked preferment. |
To promote the Progress of
Science and useful Arts, by securing for limited Times to Authors and
Inventors the exclusive Right to their respective Writings and Discoveries; |
[28:80] And those who were given the
knowledge said: Woe to you! Allah's reward is better for him who believes and
does good, and none is made to receive this except the patient. [20:114] Supremely exalted is therefore Allah, the King, the Truth, and do not make haste with the Quran before its revelation is made complete to you and say: O my Lord ! increase me in knowledge. [96:1] Read in the name of
your Lord Who created. [39:33] And he who brings the Truth and he who confirms (and supports) it - such are the men who do right. [3:18] There is no god but He: That is
the witness of Allah, His angels, and those endued with knowledge, standing
firm on justice. There is no god but He, the Exalted in Power, the Wise. |
To constitute Tribunals inferior to the supreme Court; |
[2:43] And establish the
Divine System, and set up the Just Economic Order in the society. And bow
with others who bow to these Commands. |
To define and punish Piracies
and Felonies committed on the high Seas, and Offences against the Law of
Nations; |
[10:22] He it is
Who makes you travel by land and sea; until when you are in the ships, and
they sail on with them in a pleasant breeze, and they rejoice, a violent wind
overtakes them and the billows surge in on them from all sides, and they
become certain that they are encompassed about, they pray to Allah, being
sincere to Him in obedience: If Thou dost deliver us from this, we will most
certainly be of the grateful ones. [14:32] Allah is He Who created the
heavens and the earth and sent down water from the clouds, then brought forth
with it fruits as a sustenance for you, and He has made the ships subservient
to you, that they might run their course in the sea by His command, and He has
made the rivers subservient to you. [30:41] Corruption doth appear on land
and sea because of (the evil) which men's hands have done, that He may make
them taste a part of that which they have done, in order that they may
return. |
To declare War, grant Letters of
Marque and Reprisal, and make Rules concerning Captures on Land and Water; |
[22:39] Permission (to fight) is
given to those upon whom war is made because they are oppressed, and most
surely Allah is well able to assist them; [4:9] Except those who seek
refuge with a people between whom and you there is a covenant, or (those who)
come unto you because their hearts forbid them to make war on you or make war
on their own folk. Had Allah willed He could have given them power
over you so that assuredly they would have fought you. So, if they hold aloof
from you and wage not war against you and offer you peace, Allah alloweth you
no way against them. [8:67] It is not fit for a
prophet that he should take captives unless he has fought and triumphed in
the land; you desire the frail goods of this world, while Allah desires (for
you) the hereafter; and Allah is Mighty, Wise. [60:8] Allah does not forbid you
respecting those who have not made war against you on account of (your)
religion, and have not driven you forth from your homes, that you show them
kindness and deal with them justly; surely Allah loves the doers of
justice. |
To raise and support Armies, but
no Appropriation of Money to that Use shall be for a longer Term than two
Years; |
[2:194] You may fight during the Months of Peace and
Security if you are attacked, for, a violation of sanctity will activate the
Law of Just Retribution. So, the one who attacks you should expect
retaliation in like manner. Be mindful of Allah, and know that Allah is with those who
walk aright. |
To provide and maintain a Navy; To make Rules for the Government and Regulation of the
land and naval Forces; |
[17:70] And surely We have
honored the children of Adam, and We carry them in the
land and the sea, and We have given them of the good things, and We have
made them to excel by an appropriate excellence over most of those whom We
have created. |
To provide for calling forth the
Militia to execute the Laws of the Union, suppress Insurrections and repel
Invasions; To provide for organizing, arming, and disciplining, the Militia,
and for governing such Part of them as may be employed in the Service of the
United States, reserving to the States respectively, the Appointment of the
Officers, and the Authority of training the Militia according to the
discipline prescribed by Congress; |
[8:65]: O Prophet! urge the believers
to war; if there are twenty patient ones of you they shall overcome two
hundred, and if there are a hundred of you they shall overcome a thousand of
those who disbelieve, because they are a people who do not understand. |
To exercise exclusive
Legislation in all Cases whatsoever, over such District (not exceeding ten
Miles square) as may, by Cession of particular States, and the Acceptance of
Congress, become the Seat of the Government of the United States, and to
exercise like Authority over all Places purchased by the Consent of the
Legislature of the State in which the Same shall be, for the Erection of
Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;--And |
|
To make all Laws which shall be necessary
and proper for carrying into Execution the foregoing Powers, and all other
Powers vested by this Constitution in the Government of the United States, or
in any Department or Officer thereof. |
|
Section. 9. The
Migration or Importation of such Persons as any of the States now existing
shall think proper to admit, shall not be prohibited by the Congress prior to
the Year one thousand eight hundred and eight, but a Tax or duty may be
imposed on such Importation, not exceeding ten dollars for each Person. |
[4:100] Anyone who emigrates in the Cause of Allah, will find that Allah
has placed refuge and abundance in the earth. Whoever forsakes his home, as
'An immigrant to Allah and His Messenger', and death overtakes him, his
reward is then incumbent upon Allah. Allah is ever Forgiving, Merciful |
The Privilege of the Writ of
Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or
Invasion the public Safety may require it. |
[5:8]: O ye who believe! stand out
firmly for Allah, as witnesses to fair dealing, and let not the hatred of
others to you make you swerve to wrong and depart from justice. Be just: that
is next to piety: and fear Allah. For Allah is well-acquainted with all that
ye do. [70:33]: And those who are upright in
their testimonies, [2:42]: And do not mix up the truth
with the falsehood, nor hide the truth while you know (it). |
No Bill of Attainder or ex post
facto Law shall be passed. |
[38:26]: o Dawood ! surely We have made
you a ruler in the land; so judge between men with justice and do not
follow desire, lest it should lead you astray from the path of Allah; (as
for) those who go astray from the path of Allah, they shall surely have a
severe punishment because they forgot the day of reckoning. |
No Capitation, or other direct,
Tax shall be laid, unless in Proportion to the Census or Enumeration herein
before directed to be taken. |
|
No Tax or Duty shall be laid on
Articles exported from any State. |
|
No Preference shall be given by any Regulation of Commerce
or Revenue to the Ports of one State over those of another; nor shall Vessels
bound to, or from, one State, be obliged to enter, clear, or pay Duties in
another. |
|
No Money shall be drawn from the
Treasury, but in Consequence of Appropriations made by Law; and a regular
Statement and Account of the Receipts and Expenditures of all public Money
shall be published from time to time. |
|
No Title of Nobility shall be
granted by the United States: And no Person holding any Office of Profit or
Trust under them, shall, without the Consent of the Congress, accept of any
present, Emolument, Office, or Title, of any kind whatever, from any King,
Prince, or foreign State. |
|
Section. 10. No
State shall enter into any Treaty, Alliance, or Confederation; grant Letters
of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but
gold and silver Coin a Tender in Payment of Debts; pass any Bill of
Attainder, ex post facto Law, or Law impairing the Obligation of Contracts,
or grant any Title of Nobility. |
|
No State shall, without the
Consent of the Congress, lay any Imposts or Duties on Imports or Exports,
except what may be absolutely necessary for executing it's inspection Laws;
and the net Produce of all Duties and Imposts, laid by any State on Imports
or Exports, shall be for the Use of the Treasury of the United States; and
all such Laws shall be subject to the Revision and Controul of the Congress. |
|
No State shall, without the
Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in
time of Peace, enter into any Agreement or Compact with another State, or
with a foreign Power, or engage in War, unless actually invaded, or in such
imminent Danger as will not admit of delay. |
|
Article.
II.
Section. 1. The
executive Power shall be vested in a President of the United States of
America. He shall hold his Office during the Term of four Years, and,
together with the Vice President, chosen for the same Term, be elected, as
follows: |
[49:13] O mankind! We created you from a
single (pair) of a male and a female, and made you into nations and tribes,
that ye may know each other (not that ye may despise (each other). Verily the
most honoured of you in the sight of Allah is (he who is) the most righteous
of you. And Allah has full knowledge and is well acquainted (with all
things). |
Each State shall appoint, in
such Manner as the Legislature thereof may direct, a Number of Electors,
equal to the whole Number of Senators and Representatives to which the State
may be entitled in the Congress: but no Senator or Representative, or Person
holding an Office of Trust or Profit under the United States, shall be
appointed an Elector. |
|
The Electors shall meet in their
respective States, and vote by Ballot for two Persons, of whom one at least
shall not be an Inhabitant of the same State with themselves. And they shall
make a List of all the Persons voted for, and of the Number of Votes for
each; which List they shall sign and certify, and transmit sealed to the Seat
of the Government of the United States, directed to the President of the
Senate. The President of the Senate shall, in the Presence of the Senate and
House of Representatives, open all the Certificates, and the Votes shall then
be counted. The Person having the greatest Number of Votes shall be the
President, if such Number be a Majority of the whole Number of Electors
appointed; and if there be more than one who have such Majority, and have an
equal Number of Votes, then the House of Representatives shall immediately
chuse by Ballot one of them for President; and if no Person have a Majority,
then from the five highest on the List the said House shall in like Manner
chuse the President. But in chusing the President, the Votes shall be taken
by States, the Representation from each State having one Vote; a quorum for
this Purpose shall consist of a Member or Members from two thirds of the
States, and a Majority of all the States shall be necessary to a Choice. In
every Case, after the Choice of the President, the Person having the greatest
Number of Votes of the Electors shall be the Vice President. But if there
should remain two or more who have equal Votes, the Senate shall chuse from
them by Ballot the Vice President [Modified by Amendment XII]. |
|
The Congress may determine the
Time of chusing the Electors, and the Day on which they shall give their
Votes; which Day shall be the same throughout the United States. |
|
|
|
No Person except a natural born
Citizen, or a Citizen of the United States, at the time of the Adoption of
this Constitution, shall be eligible to the Office of President; neither
shall any Person be eligible to that Office who shall not have attained to
the Age of thirty five Years, and been fourteen Years a Resident
within the United States. |
[46:15] And We have enjoined on man
doing of good to his parents; with trouble did his mother bear him and
with trouble did she bring him forth; and the bearing of him and the weaning
of him was thirty months; until when he attains his maturity and reaches
forty years, he says: My Lord! grant me that I may give thanks for Thy
favor which Thou hast bestowed on me and on my parents, and that I may do
good which pleases Thee and do good to me in respect of my offspring; surely
I turn to Thee, and surely I am of those who submit. |
In Case of the Removal of the President from Office, or of
his Death, Resignation, or Inability to discharge the Powers and Duties of
the said Office, the Same shall devolve on the Vice President, and the
Congress may by Law provide for the Case of Removal, Death, Resignation or
Inability, both of the President and Vice President, declaring what Officer
shall then act as President, and such Officer shall act accordingly, until
the Disability be removed, or a President shall be elected [Modified
by Amendment XXV]. |
|
The President shall, at stated
Times, receive for his Services, a Compensation, which shall neither be
increased nor diminished during the Period for which he shall have been
elected, and he shall not receive within that Period any other Emolument from
the United States, or any of them. |
|
Before he enter on the Execution
of his Office, he shall take the following Oath or Affirmation:--"I do
solemnly swear (or affirm) that I will faithfully execute the Office of
President of the United States, and will to the best of my Ability, preserve,
protect and defend the Constitution of the United States." |
|
Section. 2. The
President shall be Commander in Chief of the Army and Navy of the United
States, and of the Militia of the several States, when called into the actual
Service of the United States; he may require the Opinion, in writing, of the
principal Officer in each of the executive Departments, upon any Subject
relating to the Duties of their respective Offices, and he shall have Power
to grant Reprieves and Pardons for Offences against the United States, except
in Cases of Impeachment. |
|
He shall have Power, by and with
the Advice and Consent of the Senate, to make Treaties, provided two thirds
of the Senators present concur; and he shall nominate, and by and with the
Advice and Consent of the Senate, shall appoint Ambassadors, other public
Ministers and Consuls, Judges of the supreme Court, and all other Officers of
the United States, whose Appointments are not herein otherwise provided for,
and which shall be established by Law: but the Congress may by Law vest the
Appointment of such inferior Officers, as they think proper, in the President
alone, in the Courts of Law, or in the Heads of Departments. |
|
The President shall have Power
to fill up all Vacancies that may happen during the Recess of the Senate, by
granting Commissions which shall expire at the End of their next Session. |
|
Section. 3. He
shall from time to time give to the Congress Information of the State of the
Union, and recommend to their Consideration such Measures as he shall judge
necessary and expedient; he may, on extraordinary Occasions, convene both
Houses, or either of them, and in Case of Disagreement between them, with
Respect to the Time of Adjournment, he may adjourn them to such Time as he
shall think proper; he shall receive Ambassadors and other public Ministers;
he shall take Care that the Laws be faithfully executed, and shall Commission
all the Officers of the United States. |
|
Section. 4. The
President, Vice President and all civil Officers of the United States, shall
be removed from Office on Impeachment for, and Conviction of, Treason,
Bribery, or other high Crimes and Misdemeanors. |
|
Article.
III.
Section. 1. The
judicial Power of the United States shall be vested in one supreme Court, and
in such inferior Courts as the Congress may from time to time ordain and
establish. The Judges, both of the supreme and inferior Courts, shall hold
their Offices during good Behaviour, and shall, at stated Times, receive for
their Services a Compensation, which shall not be diminished during their
Continuance in Office. |
|
Section. 2. The
judicial Power shall extend to all Cases, in Law and Equity, arising under
this Constitution, the Laws of the United States, and Treaties made, or which
shall be made, under their Authority;--to all Cases affecting Ambassadors,
other public Ministers and Consuls;--to all Cases of admiralty and maritime
Jurisdiction;--to Controversies to which the United States shall be a
Party;--to Controversies between two or more States;--between a State and
Citizens of another State [Modified by Amendment XI];--between Citizens of different
States;--between Citizens of the same State claiming Lands under Grants of
different States, and between a State, or the Citizens thereof, and foreign
States, Citizens or Subjects. |
|
In all Cases affecting
Ambassadors, other public Ministers and Consuls, and those in which a State
shall be Party, the supreme Court shall have original Jurisdiction. In all
the other Cases before mentioned, the supreme Court shall have appellate
Jurisdiction, both as to Law and Fact, with such Exceptions, and under such
Regulations as the Congress shall make. |
|
The Trial of all Crimes, except
in Cases of Impeachment, shall be by Jury; and such Trial shall be held in
the State where the said Crimes shall have been committed; but when not
committed within any State, the Trial shall be at such Place or Places as the
Congress may by Law have directed. |
|
Section. 3. Treason
against the United States shall consist only in levying War against them, or
in adhering to their Enemies, giving them Aid and Comfort. No Person shall be
convicted of Treason unless on the Testimony of two Witnesses to the same
overt Act, or on Confession in open Court. |
[8:58]: And if you fear treachery on
the part of a people, then throw back to them on terms of equality; surely
Allah does not love the treacherous. [5:33] The punishment of those who wage
war against Allah and His messenger and strive to make mischief in the land
is only this, that they should be murdered or crucified or their hands and
their feet should be cut off on opposite sides or they should be imprisoned;
this shall be as a disgrace for them in this world, and in the hereafter they
shall have a grievous chastisement. |
The Congress shall have Power to
declare the Punishment of Treason, but no Attainder of Treason shall work
Corruption of Blood, or Forfeiture except during the Life of the Person
attainted. |
|
Article.
IV.
Section. 1. Full
Faith and Credit shall be given in each State to the public Acts, Records,
and judicial Proceedings of every other State. And the Congress may by
general Laws prescribe the Manner in which such Acts, Records and Proceedings
shall be proved, and the Effect thereof. |
|
Section. 2. The
Citizens of each State shall be entitled to all Privileges and Immunities of
Citizens in the several States. |
|
A Person charged in any State
with Treason, Felony, or other Crime, who shall flee from Justice, and be
found in another State, shall on Demand of the executive Authority of the
State from which he fled, be delivered up, to be removed to the State having
Jurisdiction of the Crime. |
|
No Person held to Service or
Labour in one State, under the Laws thereof, escaping into another, shall, in
Consequence of any Law or Regulation therein, be discharged from such Service
or Labour, but shall be delivered up on Claim of the Party to whom such
Service or Labour may be due [Modified by Amendment XIII]. |
|
Section. 3. New States may be
admitted by the Congress into this Union; but no new State shall be formed or
erected within the Jurisdiction of any other State; nor any State be formed
by the Junction of two or more States, or Parts of States, without the
Consent of the Legislatures of the States concerned as well as of the
Congress. |
|
The Congress shall have Power to
dispose of and make all needful Rules and Regulations respecting the
Territory or other Property belonging to the United States; and nothing in
this Constitution shall be so construed as to Prejudice any Claims of the
United States, or of any particular State. |
|
Section. 4. The
United States shall guarantee to every State in this Union a Republican Form
of Government, and shall protect each of them against Invasion; and on
Application of the Legislature, or of the Executive (when the Legislature
cannot be convened), against domestic Violence. |
[3:159] Thus it is due to mercy from
Allah that you deal with them gently, and had you been rough, hard
hearted, they would certainly have dispersed from around you; pardon them
therefore and ask pardon for them, and take counsel with them in the affair;
so when you have decided, then place your trust in Allah; surely Allah loves
those who trust. |
Article.
V.
The Congress, whenever two
thirds of both Houses shall deem it necessary, shall propose Amendments to
this Constitution, or, on the Application of the Legislatures of two thirds
of the several States, shall call a Convention for proposing Amendments,
which, in either Case, shall be valid to all Intents and Purposes, as Part of
this Constitution, when ratified by the Legislatures of three fourths of the
several States, or by Conventions in three fourths thereof, as the one or the
other Mode of Ratification may be proposed by the Congress; Provided that no
Amendment which may be made prior to the Year One thousand eight hundred and
eight shall in any Manner affect the first and fourth Clauses in the Ninth
Section of the first Article; and that no State, without its Consent,
shall be deprived of its equal Suffrage in the Senate [Possibly abrogated by Amendment XVII]. |
|
Article.
VI.
All Debts contracted and
Engagements entered into, before the Adoption of this Constitution, shall be
as valid against the United States under this Constitution, as under the
Confederation. |
|
This Constitution, and the Laws
of the United States which shall be made in Pursuance thereof; and all
Treaties made, or which shall be made, under the Authority of the United
States, shall be the supreme Law of the Land; and the Judges in every State
shall be bound thereby, any Thing in the Constitution or Laws of any State to
the Contrary notwithstanding. |
|
The Senators and Representatives
before mentioned, and the Members of the several State Legislatures, and all
executive and judicial Officers, both of the United States and of the several
States, shall be bound by Oath or Affirmation, to support this Constitution;
but no religious Test shall ever be required as a Qualification to any Office
or public Trust under the United States. |
|
Article.
VII.
The Ratification of the
Conventions of nine States, shall be sufficient for the Establishment of this
Constitution between the States so ratifying the Same. |
|

Amendment I
Congress shall make no
law respecting an establishment of religion, or prohibiting the free exercise
thereof; or abridging the freedom of speech, or of the press; or the right of
the people peaceably to assemble, and to petition the government for a
redress of grievances |
[18:29]: Say, "The truth is from
your Lord": Let him who will believe, and let him who will, reject
(it): for the wrong-doers We have prepared a Fire whose (smoke and
flames), like the walls and roof of a tent, will hem them in: if they implore
relief they will be granted water like melted brass, that will scald their
faces, how dreadful the drink! How uncomfortable a couch to recline on! [109:4]:
And I will not worship that which ye have been wont to worship, [109:5]: Nor will ye worship that which
I worship. [109:6]: You shall have your
religion and I shall have my religion [2:256]: There is no compulsion in
religion; truly the right way has become clearly distinct from error;
therefore, whoever disbelieves in the Shaitan and believes in Allah he indeed
has laid hold on the firmest handle, which shall not break off, and Allah is
Hearing, Knowing. [22:40] Those who have been expelled
from their homes without a just cause except that they say: Our Lord is
Allah. And had there not been Allah's repelling some people by others,
certainly there would have been pulled down cloisters and churches and synagogues
and mosques in which Allah's name is much remembered; and surely Allah will
help him who helps His cause; most surely Allah is Strong, Mighty.. [49:11]: O ye who believe! Let not
some men among you laugh at others: It may be that the (latter) are
better than the (former): Nor let some women laugh at others: It may be that
the (latter are better than the (former): Nor defame nor be sarcastic to each
other, nor call each other by (offensive) nicknames: Ill-seeming is a name
connoting wickedness, (to be used of one) after he has believed: And those
who do not desist are (indeed) doing wrong. [30:22]: And among His Signs is the
creation of the heavens and the earth, and the variations in your languages
and your colours: verily in that are Signs for those who know. |
Amendment II
A well regulated
militia, being necessary to the security of a free state, the right of the
people to keep and bear arms, shall not be infringed. |
[8:60]: Against them make ready
your strength to the utmost of your power, including steeds of war, to strike
terror into (the hearts of) the enemies, of Allah and your enemies, and
others besides, whom ye may not know, but whom Allah doth know. Whatever ye
shall spend in the cause of Allah, shall be repaid unto you, and ye shall not
be treated unjustly. [8:65]:O Prophet! rouse the
Believers to the fight. If there are twenty amongst you, patient and
persevering, they will vanquish two hundred: if a hundred, they will vanquish
a thousand of the Unbelievers: for these are a people without understanding. [22:39] Permission (to fight) is given to those upon whom
war is made because they are oppressed, and most surely Allah is well able to
assist them; [2:190]: Fight in the cause of Allah
those who fight you, but do not transgress limits; for Allah loveth not
transgressors. [2:194] You may fight during the Months of Peace and Security if you
are attacked, for, a violation of sanctity will activate the Law of Just
Retribution. So, the one who attacks you should expect retaliation in like
manner. Be mindful of Allah, and know that Allah is with those who walk
aright. |
Amendment III
No soldier shall, in
time of peace be quartered in any house, without the consent of the owner,
nor in time of war, but in a manner to be prescribed by law. |
[24:27] O ye who believe! enter not
houses other than your own, until ye have asked permission and saluted
those in them: that is best for you, in order that ye may heed (what is
seemly). [4:29]O you who believe! do not devour
your property among yourselves falsely, except that it be trading by your
mutual consent; and do not kill your people; surely Allah is Merciful to you.
[8:72]: Those who believed, and
adopted exile, and fought for the Faith, with their property and their persons,
in the cause of Allah, as well as those who gave (them) asylum and aid,-
these are (all) friends and protectors, one of another. As to those who
believed but came not into exile, ye owe no duty of protection to them until
they come into exile; but if they seek your aid in religion, it is your duty
to help them, except against a people with whom ye have a treaty of mutual
alliance. And (remember) Allah seeth all that ye do. [9:34]: O you who believe! most
surely many of the doctors of law and the monks eat away the property of men
falsely, and turn (them) from Allah's way; and (as for) those who hoard
up gold and silver and do not spend it in Allah's way, announce to them a
painful chastisement, [24:29]: It is no fault on your part to
enter houses not used for living in, which serve some (other) use for you:
And Allah has knowledge of what ye reveal and what ye conceal. |
Amendment IV
The right of the
people to be secure in their persons, houses, papers, and effects, against
unreasonable searches and seizures, shall not be violated, and no warrants
shall issue, but upon probable cause, supported by oath or affirmation, and
particularly describing the place to be searched, and the persons or things
to be seized. |
[24:27] O ye who believe! enter not
houses other than your own, until ye have asked permission and saluted
those in them: that is best for you, in order that ye may heed (what is
seemly). [24:28]: If ye find no one in the
house, enter not until permission is given to you: if ye are asked to go
back, go back: that makes for greater purity for yourselves: and Allah knows
well all that ye do. [49:12]: O ye who believe! Avoid
suspicion as much (as possible): for suspicion in some cases is a sin: And
spy not on each other behind their backs. Would any of you like to eat the
flesh of his dead brother? Nay, ye would abhor it...But fear Allah: For Allah
is Oft-Returning, Most Merciful. [24:29]:: It is no fault on your part
to enter houses not used for living in, which serve some (other) use for you:
And Allah has knowledge of what ye reveal and what ye conceal. |
Amendment V
No person shall be
held to answer for a capital, or otherwise infamous crime, unless on a
presentment or indictment of a grand jury, except in cases arising in the
land or naval forces, or in the militia, when in actual service in time of
war or public danger; nor shall any person be subject for the same offense to
be twice put in jeopardy of life or limb; nor shall be compelled in any
criminal case to be a witness against himself, nor be deprived of life,
liberty, or property, without due process of law; nor shall private property
be taken for public use, without just compensation. |
[17:70]: And surely We have honored
the children of Adam, and We carry them in the land and the sea, and We
have given them of the good things, and We have made them to excel by an
appropriate excellence over most of those whom We have created. [24:27]O ye who believe! enter not
houses other than your own, until ye have asked permission and saluted
those in them: that is best for you, in order that ye may heed (what is
seemly). Life and Rape. [25:68]: Those who invoke not, with Allah, any other god, nor slay such life as Allah has made sacred except for just cause, nor commit fornication; - and any that does this (not only) meets punishment. Life: [5:32]: On that account: We
ordained for the Children of Israel that if any one slew a person - unless it
be for murder or for spreading mischief in the land - it would be as if he
slew the whole people: and if any one saved a life, it would be as if he
saved the life of the whole people. Then although there came to them Our
messengers with clear signs, yet, even after that, many of them continued to
commit excesses in the land. Liberty:
[2:256]: Let there be no compulsion
in religion: Truth stands out clear from Error: whoever rejects evil and
believes in Allah hath grasped the most trustworthy hand-hold, that never
breaks. And Allah heareth and knoweth all things. Protection of property [2:188]: And do not eat up your
property among yourselves for vanities, nor use it as bait for the
judges, with intent that ye may eat up wrongfully and knowingly a little of
(other) people's property. [9:34]: O ye who believe! there are
indeed many among the priests and anchorites, who in Falsehood devour the
substance of men and hinder (them) from the way of Allah. And there are
those who bury gold and silver and spend it not in the way of Allah: announce
unto them a most grievous penalty- [6:152] And come not nigh to the
orphan's property, except to improve it, until he attain the age of full
strength; give measure and weight with (full) justice;- no burden do We
place on any soul, but that which it can bear;- whenever ye speak, speak
justly, even if a near relative is concerned; and fulfil the covenant of
Allah: thus doth He command you, that ye may remember. [3:14]: The love of desires, of
women and sons and hoarded treasures of gold and silver and well bred horses
and cattle and tilth, is made to seem fair to men; this is the provision of
the life of this world; and Allah is He with Whom is the good goal (of
life). |
Amendment VI
In all criminal
prosecutions, the accused shall enjoy the right to a speedy and public trial,
by an impartial jury of the state and district wherein the crime shall have
been committed, which district shall have been previously ascertained by law,
and to be informed of the nature and cause of the accusation; to be
confronted with the witnesses against him; to have compulsory process for
obtaining witnesses in his favor, and to have the assistance of counsel for
his defense. |
[4:58]: Allah doth command you to
render back your Trusts to those to whom they are due; And when ye
judge between man and man, that ye judge with justice: Verily how
excellent is the teaching which He giveth you! For Allah is He Who heareth
and seeth all things. [26:12]He said: "O my Lord! I
do fear that they will charge me with falsehood: [26:13]: My breast will be straitened. And
my speech may not go (smoothly): so send unto Aaron [as my counsel]. |
Amendment VII
In suits
at common law, where the value in controversy shall exceed twenty dollars,
the right of trial by jury shall be preserved, and no fact tried by a jury,
shall be otherwise reexamined in any court of the United States, than
according to the rules of the common law. |
[21:78]: And remember David and Solomon,
when they gave judgment in the matter of the field into which the sheep of
certain people had strayed by night: We did witness their judgment. [21:79]: To Solomon We inspired the
(right) understanding of the matter: to each (of them) We gave Judgment and
Knowledge; it was Our power that made the hills and the birds celebrate Our
praises, with David: it was We Who did (all these things). |
Amendment VIII
Excessive bail shall
not be required, nor excessive fines imposed, nor cruel and unusual
punishments inflicted. |
[5:87]: O ye who believe! make not
unlawful the good things which Allah hath made lawful for you, but commit no
excess: for Allah loveth not those given to excess. [16:126]: And if ye do catch them
out, catch them out no worse than they catch you out: But if ye show
patience, that is indeed the best (course) for those who are patient |
Amendment IX
The enumeration in the
Constitution, of certain rights, shall not be construed to deny or disparage
others retained by the people. |
[5:8]: O you who believe! Be upright
for Allah, bearers of witness with justice, and let not hatred of a people
incite you not to act equitably; act equitably, that is nearer to piety, and
he careful of (your duty to) Allah; surely Allah is Aware of what you do. |
Amendment X
The
powers not delegated to the United States by the Constitution, nor prohibited
by it to the states, are reserved to the states respectively, or to the
people. |
[17:70]: And surely We have honored
the children of Adam, and We carry them in the land and the sea, and We
have given them of the good things, and We have made them to excel by an
appropriate excellence over most of those whom We have created. |
Amendment XI
The judicial power of
the United States shall not be construed to extend to any suit in law or
equity, commenced or prosecuted against one of the United States by citizens
of another state, or by citizens or subjects of any foreign state. |
[5:43] But why do they come to
thee for decision, when they have (their own) law before them?-
therein is the (plain) command of Allah; yet even after that, they would turn
away. For they are not (really) People of Faith. [5:44] it was We who revealed
the law (to Moses): therein was guidance and light. By its standard have been
judged the Jews, by the prophets who bowed (as in Islam) to Allah's
will, by the rabbis and the doctors of law: for to them was entrusted the
protection of Allah's book, and they were witnesses thereto: therefore fear
not men, but fear me, and sell not my signs for a miserable price. If any do
fail to judge by (the light of) what Allah hath revealed, they are (no better
than) Unbelievers. [5:47] Let the people of the
Gospel judge by what Allah hath revealed therein. If any
do fail to judge by (the light of) what Allah hath revealed, they are (no
better than) those who rebel. [10:19]Mankind was but one
nation, but differed (later). Had it not been for a word that
went forth before from thy Lord, their differences would have been settled
between them. |
Annunciation of Emencipation
[24:33] And let those who cannot find a match keep chaste till Allah give them independence by His grace. And such of your slaves as seek a writing of emancipation, write it for them if ye are aware of aught of good in them, and bestow upon them of the wealth of Allah which He hath bestowed upon you. Force not your slave-girls to whoredom that ye may seek enjoyment of the life of the world, if they would preserve their chastity. And if one force them, then (unto them), after their compulsion, lo! Allah will be Forgiving to these women), Merciful.
Employers and Employees:
[24:32]Is it they who apportion thy
Lord's mercy? We have apportioned among them their livelihood in the life of
the world, and raised some of them above others in rank that some of them
may take labour from others; and the mercy of thy Lord is better than (the
wealth) that they amass.
Guard the trust.
[23:8]: Those who faithfully observe
their trusts and their covenants;
President?
[49:13]: O mankind! We created you from a
single (pair) of a male and a female, and made you into nations and tribes,
that ye may know each other (not that ye may despise (each other). Verily
the most honoured of you in the sight of Allah is (he who is) the most
righteous of you. And Allah has full knowledge and is well acquainted (with
all things).
[18:28] And withhold yourself with those
who call on their Lord morning and evening desiring His goodwill, and let not
your eyes pass from them, desiring the beauties of this world's life; and do
not follow him whose heart We have made unmindful to Our remembrance, and he
follows his low desires and his case is one in which due bounds are exceeded.
Justice:
[57:25]: We sent aforetime our
messengers with Clear Signs and sent down with them the Book and the Balance
(of Right and Wrong), that men may stand forth in justice; and We sent down
Iron, in which is (material for) mighty war, as well as many benefits for
mankind, that Allah may test who it is that will help, Unseen, Him and His
messengers: For Allah is Full of Strength, Exalted in Might (and able to
enforce His Will).
[13:11] For his sake there are angels
following one another, before him and behind him, who guard him by Allah's
commandment; surely Allah does not change the condition of a people until
they change their own condition; and when Allah intends evil to a people,
there is no averting it, and besides Him they have no protector.
Languages and Colors
[30:22]: And among His Signs is the
creation of the heavens and the earth, and the variations in your languages
and your colours: verily in that are Signs for those who know.
[5:8]: O ye who believe! stand out
firmly for Allah, as witnesses to fair dealing, and let not the hatred of
others to you make you swerve to wrong and depart from justice. Be just:
that is next to piety: and fear Allah. For Allah is well-acquainted with all
that ye do.
Protection of Religion.
[22:40] Those who have been expelled from
their homes without a just cause except that they say: Our Lord is Allah. And
had there not been Allah's repelling some people by others, certainly there
would have been pulled down cloisters and churches and synagogues and mosques
in which Allah's name is much remembered; and surely Allah will help him
who helps His cause; most surely Allah is Strong, Mighty.
All Men and Women are
created equal.
[17:70]: And surely We have honored
the children of Adam, and We carry them in the land and the sea, and We
have given them of the good things, and We have made them to excel by an
appropriate excellence over most of those whom We have created.
Guard your Boundaries.
[8:60]: Against them make ready your
strength to the utmost of your power, including steeds of war, to strike terror
into (the hearts of) the enemies, of Allah and your enemies, and others
besides, whom ye may not know, but whom Allah doth know. Whatever ye shall
spend in the cause of Allah, shall be repaid unto you, and ye shall not be
treated unjustly.
Terms of Equality with
People and Nations.
[8:58]: And if you fear treachery on the
part of a people, then throw back to them on terms of equality; surely Allah
does not love the treacherous.
Treatment of Rebellious
People
[5:33] The punishment of those who wage
war against Allah and His messenger and strive to make mischief in the land is
only this, that they should be murdered or crucified or their hands and their
feet should be cut off on opposite sides or they should be imprisoned; this
shall be as a disgrace for them in this world, and in the hereafter they shall have
a grievous chastisement,
[5:34] Except those who repent before you
have them in your power; so know that Allah is Forgiving, Merciful.
Keep your covenants and
treaties.
[23:8]: Those who faithfully observe
their trusts and their covenants;
Do not rotate wealth
among wealthy(s).
[59:7]: What Allah has bestowed on His
Messenger (and taken away) from the people of the townships,- belongs to
Allah,- to His Messenger and to kindred and orphans, the needy and the
wayfarer; In order that it may not (merely) make a circuit between the wealthy
among you. So take what the Messenger assigns to you, and deny yourselves that
which he withholds from you. And fear Allah; for Allah is strict in Punishment.
Life and Rape.
[25:68]: Those

Collect taxes from their
income.
[9:103]: Of their goods, take alms, that
so thou mightest purify and sanctify them; and pray on their behalf. Verily thy
prayers are a source of security for them: And Allah is One Who heareth and
knoweth.
Put folks to work.
[53:39]: That man can have nothing but
what he strives for;
You bear the burden of
your deeds.
[6:164]: Say: What! shall I seek a Lord other than Allah? And He is the Lord of all things; and no soul earns (evil) but against itself, and no bearer of burden shall bear the burden of another; then to your Lord is your return, so He will inform you of that in which you differed.
Measure
[17:35]And give full measure when you
measure out, and weigh with a true balance; this is fair and better in the end.
[7:85]: To the Madyan people We
sent Shu'aib, one of their own brethren: he said: "O my people! worship
Allah; Ye have no other god but Him. Now hath come unto you a clear (Sign) from
your Lord! Give just measure and weight, nor withhold from the people
the things that are their due; and do no mischief on the earth after it has
been set in order: that will be best for you, if ye have Faith.
[2:219]: They ask thee concerning wine
and gambling. Say: "In them is great sin, and some profit, for men; but
the sin is greater than the profit." They ask thee how much they are to spend;
Say: "What is beyond your needs." Thus doth Allah Make clear to you
His Signs: In order that ye may consider-
Equal Status of Men and
Women
[3:195] So their Lord accepted their
prayer: That I will not waste the work of a worker among you, whether male
or female, the one of you being from the other; they, therefore, who fled
and were turned out of their homes and persecuted in My way and who fought and
were slain, I will most certainly cover their evil deeds, and I will most
certainly make them enter gardens beneath which rivers flow; a reward from
Allah, and with Allah is yet better reward.
[4:124]: If any do deeds of
righteousness,- be they male or female - and have faith, they will enter
Heaven, and not the least injustice will be done to them.
[40:40]: "He that works evil will
not be requited but by the like thereof: and he that works a righteous deed -
whether man or woman - and is a Believer- such will enter the Garden (of
Bliss): Therein will they have abundance without measure.
[33:35]: For Muslim men and women,-
for believing men and women, for devout men and women, for true men and women,
for men and women who are patient and constant, for men and women who humble
themselves, for men and women who give in Charity, for men and women who fast
(and deny themselves), for men and women who guard their chastity, and for
men and women who engage much in Allah's praise,- for them has Allah prepared
forgiveness and great reward.
[9:71] And (as for) the believing men
and the believing women, they are guardians of each other; they enjoin good and
forbid evil and keep up prayer and pay the poor-rate, and obey Allah and
His Messenger; (as for) these, Allah will show mercy to them; surely Allah is
Mighty, Wise.
Defend with your Property
[9:20]: Those who believe, and have left
their homes and striven with their wealth and their lives in Allah's way are of
much greater worth in Allah's sight. These are they who are triumphant.
[2:190]: Fight in
the way of Allah against those who fight against you, but begin not
hostilities. Lo! Allah loveth not aggressors.
All are Equal – Most
Honoured is by one’s Deeds.
[49:13]: O mankind! We created you
from a single (pair) of a male and a female, and made you into nations and
tribes, that ye may know each other (not that ye may despise (each other).
Verily the most honoured of you in the sight of Allah is (he who is) the
most righteous of you. And Allah has full knowledge and is well acquainted
(with all things).
Respect other’s opinions and religions
[49:11]: O ye who believe! Let not some men among you laugh at others: It may be that the (latter) are better than the (former): Nor let some women laugh at others: It may be that the (latter are better than the (former): Nor defame nor be sarcastic to each other, nor call each other by (offensive) nicknames: Ill-seeming is a name connoting wickedness, (to be used of one) after he has believed: And those who do not desist are (indeed) doing wrong.
[31:18]: And do not turn your face away from people in contempt, nor go about in the land exulting overmuch; surely Allah does not love any self-conceited boaster;
[31:19]: And pursue the right course
in your going about and lower your voice; surely the most hateful of voices
is braying of the asses.
Abandon Sin
[6:120]: And abandon open and secret sin; surely they who earn sin shall be recompensed with what they earned.
Purpose of Life.
[4:1] O people! be careful of (your duty
to) your Lord, Who created you from a single being and created its mate of
the same (kind) and spread from these two, many men and women; and be
careful of (your duty to) Allah, by Whom you demand one of another (your
rights), and (to) the ties of relationship; surely Allah ever watches over you.
[3:159] Thus it is due to mercy from Allah
that you deal with them gently, and had you been rough, hard hearted, they
would certainly have dispersed from around you; pardon them therefore and ask
pardon for them, and take counsel with them in the affair; so when you have
decided, then place your trust in Allah; surely Allah loves those who trust.
[42:38]: Those who hearken to their Lord,
and establish regular Prayer; who (conduct) their affairs by mutual
Consultation; who spend out of what We bestow on them for Sustenance;
[18:29]: Say, "The truth is from
your Lord": Let him who will believe, and let him who will, reject (it):
for the wrong-doers We have prepared a Fire whose (smoke and flames), like the
walls and roof of a tent, will hem them in: if they implore relief they will be
granted water like melted brass, that will scald their faces, how dreadful the
drink! How uncomfortable a couch to recline on!
Protect Orphans.
[4:2]: To orphans restore their
property (When they reach their age), nor substitute (your) worthless things
for (their) good ones; and devour not their substance (by mixing it up) with
your own. For this is indeed a great sin.
[65:1]: O Prophet! when you divorce
women, divorce them for~ their prescribed time, and calculate the number of
the days prescribed, and be careful of (your duty to) Allah, your Lord. Do
not drive them out of their houses, nor should they themselves go forth,
unless they commit an open indecency; and these are the limits of Allah, and
whoever goes beyond the limits of Allah, he indeed does injustice to his own
soul. You do not know that Allah may after that bring about reunion.
Right to live in Peace and Tranquility
[2:126] And remember Abraham said: "My Lord, make this a City of Peace, and feed its people with fruits,-such of them as believe in Allah and the Last Day." He said: "(Yea), and such as reject Faith,-for a while will I grant them their pleasure, but will soon drive them to the torment of Fire,- an evil destination (indeed)!"
Capital or Harsh Punishments
There are no harsh punishments prescribed in the Holy Quran
for an individual as is customer in most so called Islamic countries. Most of
these are man made punishments.

There is no mention of stoning of death for rapists or
adulterers or fornicators in the holy Quran.
·
There is no mention of severing the hand of a thief in the
Holy Quran.
·
The marking on hand by placing a slight cut on the hand of a
thief, as would be a black mark on the credit history is prescribed in the holy
Quran.
·
Murder is a heinous crime, which has capital punishment in
the Holy Quran.
